TRIBAL IRR TRANSPORTATION DIRECTOR
SALARY: DOE
SUMMARY: The Tribal Transportation Director will oversee the ONC’s Transportation Department. This position is classified as an exempt position and may include management responsibilities for additional staff members. The Tribal Transportation Director will report directly to the Executive Director.
DUTIES AND RESPONSIBILITIES:
•Objectives: Periodic collection and update of transportation data based on program requirements. Documentation and submission of transportation data such as mapping to applicable program agencies.
•Maintain adequate contract records and files on all road and transit projects and related material for Tribal archives.
•Develop and maintain a working relationship with the appropriate federal, State and local governmental agencies entities such Bureau of Indian Affairs, Federal Highway Administration, State, and other Tribal entities.
•Attend appropriate trainings, workshops, and meetings to represent the Tribe and functions related to the IRR program, including the transit system.
•Seek out and obtain future funding from federal, state or private agencies, organizations or foundations for construction funding. Facilitate public review of the Long Range transportation Improvement plan and update, add new inventory as necessary and provide updates to the Council periodically.
•Manage and prepare of preconstruction related work through the use of engineering consultants and the City of Bethel. This work includes environmental review documentation, archeological clearances, permits, right-of-ways, plans, specification, and engineers’ estimate to ensure that ONC has met its regulatory requirements to construct a transportation project for ONC through the use of engineering consultant.
•Perform other duties as assigned by the ONC Executive Director.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
•Knowledge of Indian Reservation Roads Program & community transportation issues.
•Knowledge of the Bureau of Indian Affairs Public Law 93-638 programs, services, budget & reporting requirements.

REQUEST FOR PROPOSAL
Purpose: The Akiak Native Community is seeking interested parties to assist in the development of rehabilitation of our Roads in Akiak, Alaska. Our Tribe needs engineering services to use to rehabilitate our gravel road to be used as part of our tribes community road upgrades.
Background: In 1880, the village of “Ackiagmute” had a population of 175. The name Akiak means “the other side,” since this place was a crossing to the Yukon River basin during the winter for area Eskimos. The Akiak Post Office was established in 1916. A U.S. Public Health Service hospital was built in the 1920s. The city was incorporated in 1970.
A federally-recognized tribe is located in the community -- the Akiak Native Community. The population of the community consists of 95.1% Alaska Native or part Native. Akiak is a Yup’ik Eskimo village with a reliance on subsistence and fishing activities. The sale and importation of alcohol is banned in the village.
Organization Overview: The Akiak Native Community is a federally recognized Tribe. The Tribal Council has a Chief, Vice Chief, Secretary/Treasurer and 2 council members.
Scope of Work: Design activities associated with 2.1 miles of Gravel road reconstruction (AKIK2, Route 0002, Section 10, Project E02006A1) located in the Akiak Native Community, Akiak, Alaska. The design work entails the surveying, preliminary design and environmental documentation/acquisition for the reconstruction and rehabilitation of AKIK2.
Survey and Design: The Contractor shall accomplish all work in accordance with the Contract’s program standards. The Contractor shall furnish all labor, materials, equipment, drawings, notes and supervision as required to measure and record the location, topographic, hydraulic, and geotechnical data and to provide engineering services for those project activities. Work is to be accomplished with accepted engineering and survey procedures. Survey and design shall be in English units.
Note: All National Environmental Protection Act (NEPA) clearances shall be obtained prior to commencing any project construction.
1) Establish vertical control and horizontal alignment for road survey as required for each project.
2) Collect and record appropriate topographic and hydraulic data as necessary to design the project.
3) Prepare and submit Right-of-Way documents for review and approval, and the granting of the easement and proper recording. Conduct all surveys in accordance with accepted highway engineering survey procedures.
4) Conduct and document route length soil and geotechnical investigation and analysis to obtain subsurface profile and to measure index properties of the various materials to predict how they will perform in the development of the plans, specifications, and engineer’s estimate for the project. Professional engineering judgment and the practice of highway engineering shall be applied to determine the extent of the soil investigation required by the varied route site situations and/or conditions. The route length soil and geotechnical investigation shall confirm to the minimum standards by those identified in the Program of Requirements (POR) program standards.
5) Design and develop all aspects of the roadway project, including, but not limited to: calculations for the determination of established quantities; horizontal and vertical alignment; cross sections, intersection details; typical sections; methods of drainage (structures); erosion control plans. The design and details shall confirm to the minimum standards by those as identified in the POR program standards.
6) Develop special provisions as required to amend the Federal Governments and/or the State’s Standard Specifications for Construction.
7) Develop specifications to ensure that the project is biddable and buildable, in accordance with the plans, and engineering standards, in conformance to the minimum standards as identified in the POR program standards.
Environmental Assessment: The Contractor shall accomplish all work in accordance with the Contract’s program standards. The Contractor shall furnish all labor, materials, equipment, drawings, notes, and supervision as required performing the following environmental services:
1) Identify and coordinate consultation of environmental assessment team which should include Tribal Planners, Tribal Environmental or Cultural Resources Staff, Bureau of Indian Affairs Regional Roads Archaeologist/Environmental Coordinator, State or Tribal Historic Preservation Officer, United States Fish and Wildlife Service and any other necessary Federal, State, or local governmental agencies.
2) Identify the project’s area of potential effect, which will include the proposed roadway corridor, borrow sites, and equipment or materials staging areas.
3) Identify and obtain all permits or certifications required by Tribal, Federal, State and/or local governmental environmental laws.
4) Gather all data necessary, and prepare the following portions of the environmental assessment following guidelines established in the NEPA Handbook.
•Project Description (including Area of Potential Effect)
•Purpose of Need for Action
•Alternatives
•Description of the Affected Environment
•Environmental Consequences
1) Review the Draft Environmental Assessment, which incorporates the portions of the environmental assessment contracted by the Tribe and are referenced above.
2) Prepare and arrange all public notices and hearings regarding environmental issues required by NEPA. Publish Notice of Availability and Draft Unsigned Finding of Significant Impact (FONSI) in local newspapers and Tribal Offices.
3) Evaluate any comments and incorporate any significant changes to the contracted portions and above referenced parts of the Draft Environmental Assessment produced by the Tribe.
Point of Contact and Deadlines: Questions regarding this request and completed proposals need to be directed to Ivan Ivan Sr. by September 13, 2010, and proposals should be submitted by mail or carrier in sealed envelopes to: Akiak Native Community; Akiak IRA Council; P.O. Proposals will be accepted no later than 4:30 p.m. Monday September 13, 2010. All proposals received prior to the deadline and meeting the required minimum qualifications will be submitted to Akiak tribal council during the September 2010 council meeting for consideration. The successful firm will by notified of the council’s decision by Friday, September 17, 2010. All fieldwork for Akiak 25%’s engineering services is to be completed by Friday, October 29, 2010. The firm shall provide 3 bound, half-sized, copies, one unbound, half-sized copy, 2 full size sets of final design plans and specifications, and updated cost estimate of all engineering services to Akiak by Friday, December 31, 2010.
Proposal content:
Minimum qualifications are:
A. The firm must be a Certified Registered Professional Engineering Firm licensed in Alaska.
B. Must have previous experience in providing engineering services to similar Tribal entities.
Additional information requested includes:
A. Briefly state the firm’s understanding of the engineering work to be performed in the circumstance and in light of the information provided below and a commitment to perform the work within the time period;
B. Profile of the firm to include the following:
1. Scope of the firm’s operations;
2. Year established as a registered professional engineer firm licensed in Alaska;
3. Personnel qualifications of the firm and of the actual engineering team;
4. Firm’s continuing professional education policy;
5. Firm’s quality control plan;
6. The firm’s approach to the type of engineering services required to include significant segments of work, staff level required, and responsiveness to time requirements
7. Experience and references to include engineering services of similar scope with which this firm is currently involved or which it has completed within the past five years. Please include the name of the client, the title, address, and phone number of person to contact;
C. Engineering fees with a detailed breakdown of costs, including travel to and from Akiak;
D. Include any additional relevant information not otherwise requested.
Assistance Available to the Engineering Firm: Akiak’s staff will be available to prepare and, reproduce items requested, etc., on a limited basis.
Progress Payments: Periodic progress payments may be made by Akiak for up to 50% percent of the total contract prior to acceptance of the engineering services. The final payment will be made upon acceptance of the engineering services performed by Akiak’s administration.
Evaluation and selection method: Initially, the proposals will be reviewed to confirm their positive response to the minimum qualifications. The following technical criteria will be used by the NVA tribal council to evaluate those firms meeting the initial criteria:
1. Firm’s history and experience;
2. Technical qualifications and experience of assigned personnel;
3. Related experience in consulting, studies, training, conferences, etc.;
4. Familiarity with tribal governments;
5. Ability to relate to NVA’s engineering requirements;
6. References and responses from references;
7. Engineering fees.
Appendix A: Route Information
Airport Road, Route 0020 (.15 miles)
This is one of the main thoroughfares of the village. The road runs from the airport through the entire village and ends at the Kuskokwim River. The section of this road that has been identified for improvement is a .15 mile stretch between Chief Ivan Lane and Arlicaq Street. The road condition is characterized by severe potholes and wash boarding. There are washouts in the spring and acute dust conditions during dry seasons. The intersection of Airport Road and Chief Ivan Lane experiences the most accidents due to a lack of visibility caused by overgrown brush and trees. (1457)(8/18-9/8)

Homeownership Development Program (HDP)
ALASKA HOUSING FINANCE CORPORATION (AHFC) announces the availability of funding for the Homeownership Development Program (HDP). Funding for the SFY2011 HDP in the amount of $450,000 is made available through the Department of Housing and Urban Development (HUD), HOME Investment Partnerships Program.
